XOOPS is an open source tool for developing small to large interactive dynamic community websites, company portals, intranets, weblogs, and much more. Once installed on a host server, webmasters are able to administer the content through their web browser online after logging into to their Xoops administration. This backend administration is easy to use and intuitive. No programming knowledge is required. Xoops is installed on a web server with an installer program provided.

This CMS is intended to be used for developers in order to simplify the process of website developement. It does separate design from the code in a way You wish it, and how much do You wish/need it to be separated.

Hi, here is a screenshot of my CMS, currently it’s in Serbian Language, and I am adding search engine friendly link support which is great option, each part of website is treated like static URL which ranks more at search engines like google.
The cms does allow changing of main design if configured to do so, but it’s not a good praxis for beginners, later if they ask to experiment with design, You can enable them that option and few days later thay will call You and pay to undo the damage they have done 
Menus can be easily adjustable, and they can be in several languages.
Cms supports unlimited number of languages, and one language is choosen to be default.
I am PHP developer for long time, and my comments can be found on PHP.net itself (pavic at ieee org).
Regarding this price, eventually You will se, that my system is great for urgent jobs, like this, it has speed, quality, great code, it enables user and developer to concentrate on what are they doing instead of how to do something.
It will reduce You the time developement time, time spent teaching the client, and answering to client questions, make You and client feeling better.
I use it myself, this backend is now becoming integral part of all websites I am building.
And people feel familiar with it, since it fit’s into their’s vision of how website is beign created.
Also if Your website is inteded to be a marketing tool than, search engine optimisation is important part.
